My wife's hair is very thin and dirty. I would like some advice for her hair to be black, thick and silk.

Is your wife's hair naturally black? The reason I ask this is because overtime, hair colour may lighten to darken brown or light brown depending on exposure to the sun and aging.
There are many ways to regain thick and silky hair and I will name the most reliable methods:
Once a week/once in 2 weeks, massage hot olive/coconut oil onto scalp and through the length of hair. Massage on scalp for 15 mins and leave it on hair for additional 30 mins. Cover hair with a hot towel while you wait. Wash hair under cold water (or regular, not hot) with shampoo and conditioner.
Create a hair mask with 1 cup curd and 2 tsp Amla powder. Apply to hair and leave for 30 mins. Wash with shampoo and condition after.
After washing hair, use a wide-tooth wooden comb to detangle hair. Make sure to do this while it is wet.
Avoid using unnecessary chemicals on hair, such as hair sprays, etc.
Allow it to air dry. Do not apply heat to hair, such as hair dryer or hair straightener.
Never skip conditioning. This locks moisture into your hair.
Do not over wash hair. Try to wash it only 2 or 3 times a week. Over washing will make it more dry and scanty.
Trim hair regularly to cut off split ends. This will keep your hair healthy.
Your wife can also take vitamin tablets that contain Bitoin for healthier and thicker hair. Please visit the closest pharmacy and ask them to recommend a vitamin with Biotin.
